On our 99 Galant, the fuel pump is under the rear seat. The cover
plate is held on by 4 Phillips screws. The wires must be disconnected,
as well as the two hoses. The big black ring is the nut that holds
the pump into the tank. I loosened it with a screwdriver and light
hammer tapping. The green color is clear gasoline with the plastic
tank.
Here is the pump unit. It contains the electric fuel pump, fuel gauge, pre-filter, post-filter, the bypass fuel return (black hose in the foreground), and some sort of pressure switch. It's a pretty complicated little unit!
Here is the pump itself, with pre-filter (orange semi-circle) and what I believe to be the post-filter on the right. The pump outlet fits into a fitting underneath the half-moon white plastic piece, and it appears the white piece distributes the fuel to the filter, as there is an outlet at the bottom of the black half-moon part.
The filter does not appear to be serviceable by itself. It looks as if you have to buy the entire plastic piece at right, which probably explains why it's so expensive at Mitsubishi. I have found at least one aftermarket part by doing a google search for 1999 Galant Fuel Filter. Thank you to "Buffalo" on the Mitsubishi newsgroup.
